There is more than 1 way to submit your sitemap to BING.
In order to get indexed well by BING and get more search engine traffic from it you should submit sitemap. It helps the BING bot to crawl through your site and index the content easily and help you get traffic from Bing.com
These are two ways you can submit your sitemap to BING:
1) Login to BING Webmaster Tools
Add your site and submit the sitemap.
To create Sitemap you can use: Google XML Sitemap Plugin For WordPress
2) And the easier way:
Copy Paste the below link into your browser address bar and replace the bold part with your blog sitemap address.

Bing has updated the Webmaster tools and it looks pretty good now. And regarding tips for blogspot users, you can atom.xml in the new bing webmaster tools.
